"What
makes a wealthy native?”
"Brass
kettles and women, Old Too-glass is chief of the Koo people, and the wealthiest
man near Liberia, because he has most women and most brass kettles".
“What
are the relations of Liberia to this government?"
“Liberia
is an independent farce. It is in no way dependent on the United States. I tell
you what they ought to do. The United States government ought to claim Liberia
as a dependency — no European country could object. Then appoint a governor.
Pay the government officials, and develop that country. They ought to send a
revenue cutter or two over there, and enforce the laws.
The
revenue at present $83,000 annually could be easily raised to $ 1,000,000
—which would more than defray government expenses. The Monroe Doctrine don't
apply. Then with the United States to back them, syndicates could be formed,
commerce would prosper amazingly, and the wonderful mines and forests would
bountifully repay all effort."
“But
you don't believe in sending Negroes there.”
"No,
sir, Africans must develop Africa. Organize them, and they will accomplish
wonders. Encourage and sustain them, and they will develop Liberia."
The
scope of this little book will not permit a more extended review of that dark,
disagreeable and death giving country. Stay here! Black men and white men, born
on American soil. Put restrictions which will amount to absolute prohibition on
Castle Garden. Keep the foreigners, with their anarchistic ideas out of
America, and save this country for the happiness and prosperity of the true
sons of the soil. But if the experiment must be tried of Negro colonization,
which I honestly think wholly unnecessary, adopt the plan marked out in my
reply to “An Appeal to Pharaoh."
